Portal gets a cryptic update and new achievement on PC

A few hours ago,Portalfor the PC was updated, with the following as the only patch note: “Changed radio transmission frequency to comply with federal and state spectrum management regulations” In addition, a new achievement has appeared called “Transmission Received”, with no explanation of what it is or how to acquire it.
